I-81 Widening MM 221 to MM 225   

Description: The project consists of widening Interstate 81 to add one lane in each direction adjacent to the City of Staunton. The project has differing lengths NB and SB, with the SB limits extending further south to avoid negative operational/safety impacts of dropping the new lane between the closely-spaced Rt. 250 (Exit 222) and I-64 (Exit 221) interchanges. The overall project termini would be from MM 221.45 to MM 225.6 for a project length of 4.18 miles. Widening will occur primarily towards the median, though limited work to the outside will be necessary for shoulder strengthening (maintenance of traffic) and upgrading guardrail to current standards. Five bridges will be widened/rehabilitated with the project: Mainline SB bridges over I-64 Ramp 1, Augusta Woods Drive/Buckingham Branch Railroad, Route 250 and Lewis Creek, as well as the NB bridge over Lewis Creek.

Transportation Improvements at Hydraulic Road and US 29 Design-Build Project  

Description: This project is located in the City of Charlottesville and Albemarle County.  The project consists of five elements: 1) a grade separated pedestrian bridge over US 29 with bus stops and shelters near Zan Road, 2) a signalized pedestrian crossing and reconfigured traffic movements at the Hydraulic Road and US 29 intersection to eliminate left turns from Hydraulic Road to US 29, 3) intersection improvements to Angus Road & US 29 (green tee), 4) intersection improvements to Hillsdale Drive & Hydraulic Road (roundabout), and 5) access management improvements at the Hydraulic Road/Brandywine Drive & Hydraulic Road/Michie Drive intersections.

I-95 and Route 123 (Exit 160) Interchange Improvements

Description: The I-95 and Route 123 Interchange (Exit 160) in Prince William County will be modified in order to provide operational and safety improvements, capacity improvements, and pedestrian connectivity.  The “Strategically Targeted Affordable Roadway Solutions” (STARS) study resulted in the development of a concept that includes replacing the northbound Route 123 to southbound I-95 loop ramp with a signalized left-turn movement west of I-95, modification to the Route 123 and I-95 Express Lane intersection, widening of the Route 123 to southbound I-95 on-ramp to two lanes, relocation of the southbound I-95 to northbound Route 123 off-ramp, the addition of a shared-use path parallel to northbound Route 123 from Annapolis Way to Devil’s Reach Road, and the deck repair/replacement of the I-95 southbound bridge over Occoquan Road.

I-64 Hampton Roads Express Lanes (HREL) Segment 1A Design-Build Project 

Description: This project is located in the City of Norfolk. The scope includes repurposing EB and WB I-64 from 0.150 miles East of Patrol Road (MM 276.2) to 0.663 miles East of Tidewater Drive (MM 277.6). The three existing EB and WB general purpose lanes and shoulders will be converted into one high occupancy express managed part time shoulder lane, and three general purpose (GP) lanes. This will provide an express lane option for both directions of I-64 in the reversible toll lane section.  The eastern end of the project will connect to three general purpose lanes. The western end of the project will connect to a typical section with two high occupancy express lanes and two general purpose lanes.  The proposed improvements include rehabilitation of the existing shoulders in each direction.

Route 29 Widening Phase II 

Description: The Project, located in Fairfax County, Virginia, will widen Route 29 (Lee Highway) from four lanes to six lanes from 0.006 mile west of Union Mill Road to 0.160 mile east of Buckleys’ Gate Drive for approximately 1.48 miles.  The Project includes adding and improving shared-use paths along both sides of Route 29, from 0.208 mile west of Union Mill Road to 0.460 mile east of Buckley’s Gate Drive (approximately 2.14 miles) to provide better bicyclist and pedestrian access to the trails at the Fairfax County Parkway/West Ox Road interchange.  Crosswalks at major intersections and modified signals to accommodate these new facilities, and a new frontage road are also included in the Project.  The proposed project objectives include improving capacity, vertical alignment, pedestrian connectivity, safety at conflict points, and drainage facilities along Route 29.

This will extend the full roadway section of the HRBT Expansion project to the west for 2.4 miles. The western end of the project will connect to a typical section with one (1) managed lane and two (2) GP lanes. The proposed improvements include rehabilitation of the existing lanes and an additional 12’ wide travel lane in each direction.

I-95 City of Richmond Bridge Superstructure Replacement and Rehabilitation Bundling  

Description: The Project, located in the City of Richmond, Virginia, includes superstructure replacement and substructure rehabilitation of five structurally deficient bridges over I-95: 1st Street Bridge, 4th Street Bridge, 5th Street Bridge, 7th Street Bridge, and Broad Street (Rte. 250) Bridge.  The proposed Project will replace the bridge superstructures, not only to eliminate the structural deficiencies, but also to increase the vertical clearance to a minimum of 15 feet at each bridge.  The width and length of the bridges will not be increased as part of this project. Substructure rehabilitation/repair will be performed on these structures.

Boundary Channel Drive at I-395 Interchange 

Description: The Project, located in Arlington County, Virginia, will reduce Boundary Channel Drive from four lanes to two lanes, and the two interchange ramp terminals on Boundary Channel Drive will be converted to roundabouts.  Proposed improvements along Boundary Channel Drive are from 0.06 miles west of the Connector Road and to Long Bridge Drive for approximately 0.4 miles.  The Project includes a sidewalk along the eastbound side of Boundary Channel Drive and a shared-use path along the westbound side, with a trail connection that ties to the Mount Vernon Trail within National Park service (NPS) property.  The project objectives include operational and safety improvements along I-395, Boundary Channel Drive, and Long Bridge Drive.

Description: The project is located along I-81 in Roanoke County and City of Salem. I-95 NB Rappahannock River Crossing (Design-Build)   

Description: The project is located along I-95 between mile markers 129 and 136 in Spotsylvania County, City of Fredericksburg, and Stafford County.  The project will add parallel collector-distributor lanes on Northbound I-95 beginning south of Exit 130 and ending north of Exit 133, along with interchange modifications at Exit 133 and an auxiliary lane from the tie-in north of Exit 133 to the beginning of the existing northbound off-ramp at Exit 136. Project Information Meeting:  A project information meeting will be held on Monday, May 20, 2019 for potential Offerors at the Virginia Department of Transportation’s Fredericksburg Residency at 86 Deacon Road Fredericksburg, VA 22405 at 1:30 PM (prevailing local time).

Project Site Visit:  VDOT has arranged for a Project Site visit under the supervision of VDOT representatives on June 7, 2019 between the approximate hours of 9:30 AM and 11:00 AM. Investigative devices and equipment are not allowed. One vehicle per Offeror’s team will be permitted. Interested Offerors are required to submit the names of attendees by June 5, 2019 to the VDOT Point of Contact, Suril R. Shah (Suril.shah@vdot.virginia.gov). 

The site visit will begin from Fredericksburg District Auditorium Parking lot at 9.30 AM and will tentatively follow the below plan. All personnel are required to bring their own Personal Protective Equipment.

9:30 AM – Leave from Fredericksburg District Auditorium Parking

9:45 AM – Reach Rappahannock River under the I-95 NB Bridge

10:15 AM – Leave the River

10:30 AM – Stop in the median of I-95

10:50 AM – Leave the median of I-95

11:00 AM  End of Site Visit

Skiffes Creek Connector  

Description: The project is located in James City County, Virginia.  The purpose of this project is to create efficient local connectivity between Route 60 (Pocahontas Trail) and Route 143 (Merrimac Trail), in the area between Route 199 and Route 238, in a manner that improves safety, emergency evacuation, and the movement of goods along the two primary roadways.  The Project involves construction of a new two-lane roadway, and includes a bridge at Skiffes Creek, a bridge over CSX Transportation Railroad, and intersection improvements at the two termini.  The Project also includes a multi-use path along eastbound Route 60 from intersection with Green Mount Parkway (Route 774) to the existing bus stop/proposed bus shelter.
