Project Limits

This project will widen about two miles of Fraley Boulevard (Route 1, primarily in the Town of Dumfries) to three lanes in each direction between Bradys Hill Road and Route 234 (Dumfries Road).

Currently in the Town of Dumfries, northbound Route 1 traffic is routed along the two-lane Fraley Boulevard and southbound Route 1 traffic is routed along Main Street. This project will add through lanes to Fraley Boulevard so it can be converted to three lanes of traffic in each direction with a raised median; as a result, Main Street will be converted to two-way local traffic via new pavement markings. The project will also:

  • Construct a shared-use path for bicyclists and pedestrians along the southbound side of the new Fraley Boulevard alignment, and a sidewalk along the northbound side.
  • Reconstruct and widen the Fraley Boulevard bridge over Quantico Creek.

Route 1 averages up to 31,000 vehicles a day within the project limits.

Estimated Costs
Preliminary Engineering - $7.5 million
Right of Way Acquisition and Utility Relocation - $44.9 million
Construction - $93 million
Total - $146 million

The estimated costs are subject to change as the project's design and construction move forward.

The project’s preliminary engineering is financed with federal, state (including Smart Scale) and Northern Virginia Transportation Authority (NVTA) funds. Right of way is fully financed with NVTA funds, while construction is partially financed with NVTA funds.

Benefits 

This project aims to reduce congestion and improve safety and accessibility for drivers, bicyclists and pedestrians. Reconstructing and widening the Fraley Boulevard bridge over Quantico Creek aims to minimize flooding impacts and increase capacity.

Design Public Hearing - October 2018
Begin Right of Way Acquisition - Mid 2021

Pending funding, construction could begin as early as 2024 and is expected to take about two to three years to complete.
