Park Avenue (Route 23) in Norton is the primary route to the town, providing access to downtown. The study looks at ways to improve safety and pedestrian facilities. The signal timings in the corridor were studied to see where improvements can be made.

The study area extends from Norton Coeburn Road (Alternate Route 58)/Hawthorne Drive intersection and travels east to the Park Avenue/15th Street intersection. The study also includes the interchange ramps at Alternate Route 58 and Route 23, and 11th Street from the Park Avenue intersection to the Kentucky Avenue intersection. The total study area is 2.8 miles in length and includes 19 intersections.
